Cognism and ZoomInfo both sell B2B contact and company data on annual, quote-only contracts, and both will run a demo where your target account lights up. The category shorthand — “Cognism for Europe, ZoomInfo for the US” — is half right and hides the thing that actually decides the contract. These are two different products sharing a database label. Cognism sells reachability into Europe with the call-compliance work already done. ZoomInfo, since GTM.AI reached general availability on 1 June 2026, sells a context layer that grounds whatever agents you already run. Route on which of those two you cannot build yourself.

Where Cognism wins

European phone numbers you can dial without a legal review first. Cognism runs a notified database: it tells business contacts they are in it within GDPR timeframes, and it screens numbers against Do-Not-Call and TPS registries in twelve named countries — the UK (TPS and CTPS), US, Australia, New Zealand, Germany, France, Ireland, Spain, Portugal, Croatia, Sweden, and Belgium — which it describes as 15 major DNC and TPS lists. It carries ISO 27001 and ISO 27701 certification and a SOC 2 Type II audit alongside that. ZoomInfo publishes GDPR compliance claims and third-party privacy certifications; what it does not publish is a per-country DNC screening list. If your SDRs cold-call German or French mobiles, that gap is the first question privacy counsel asks, and with Cognism it is answerable from a public compliance page instead of a security questionnaire.

European coverage sits in the base product, not in a second SKU. ZoomInfo gates non-US records behind Data Passport, sold as regional editions — Europe, North America Plus, and Global. Buying ZoomInfo for a DACH or Nordics motion means buying the platform and then buying the region on top of it. Cognism’s European data is what the platform is; there is no regional unlock to negotiate.

A contract shape you can hold in your head. Cognism’s pricing page sells exactly two packages, Standard and Pro, with five seats included in each. Pro is the tier that adds phone-verified mobile data, on-demand verification, and buying-intent prioritization. Two packages and one add-on decision is a materially shorter procurement cycle than ZoomInfo’s grid of modules, credit tiers, and regional passports.

Phone-verified mobiles as the actual deliverable. Cognism markets up to 3x higher connect rates on its phone-verified mobiles and refreshes decision-maker records every 30 days. Treat the 3x as vendor-published, because it is. Guard: make the pilot the proof — run two weeks of dials against your own list, on your own SDRs, and compare connect rate against your incumbent before you sign anything longer than a year.

Where ZoomInfo wins

Record depth and signal breadth in North America. ZoomInfo resolves more than 100 million companies and 500 million contacts into one identity-resolved graph, with billions of buying signals and IP-to-organization pairings behind it. For NA mid-market and enterprise coverage, nothing else in the category is close on raw record count, and the signal layer — intent topics, de-anonymized site visitors, scoops — has no equivalent on the Cognism side, where intent is a feature rather than a product line.

It is the one your agents can reach today. ZoomInfo ships an MCP server at https://mcp.zoominfo.com/mcp — version 3.0, HTTP transport, 23 tools spanning company and contact search, enrichment, intent retrieval, research briefings, and similarity lookups. GTM.AI is the documented API and MCP home for that graph, and ZoomInfo names the surfaces it grounds: Claude, ChatGPT, Microsoft Copilot, Salesforce Agentforce, HubSpot Breeze, Microsoft Copilot Studio, IBM watsonx Orchestrate, Outreach, Nooks, Gong, and LeanData. Cognism ships a REST API and no first-party MCP server, so agent access there is a wrapper you build and then own forever. If anything on your 2026 roadmap has an agent doing account research, this is a months-of-engineering difference, not a preference. Guard: on the ZoomInfo server, search and matching tools are free while enrichment and research burn credits — an agent looping over a list can drain a credit pool in an afternoon, so cap enrichment calls per run before you point a model at it.

Ecosystem gravity. The connectors already exist for whatever else you run, and the data lands in Salesforce or HubSpot without a middle layer. That is worth less than it was in 2022, but it is still the reason a ZoomInfo rollout takes days and a data-layer migration takes a quarter.

Pricing reality

Neither vendor publishes a price, so compare the shape and the floor.

ZoomInfo’s entry point, per third-party buyer guides rather than the vendor, is roughly $14,995/year for three seats with 5,000 credits, with a three-seat minimum enforced on every tier. Mid-sized teams land in the $25,000–$35,000 band, and quotes clear $60,000 once intent, ABM, Copilot, Chorus, or extra credits go on. The add-ons that move the number most: extra seats at $1,500–$2,500 per user, intent at $5,000–$15,000, and Data Passport at $5,000–$15,000+ depending on how many regions you unlock.

Cognism’s five-included-seat packages price, per the same class of third-party guides, at a $15,000–$25,000 platform fee plus roughly $1,500 per seat on Standard and $2,500 on Pro — about $22,500/year for five Standard seats and $37,500 for five Pro seats.

Run those against one real scenario. A five-seat EU-focused team buying ZoomInfo pays the $15,000 floor, two seats over the three-seat minimum ($3,000–$5,000), and Europe Data Passport ($5,000–$15,000) — call it $23,000–$35,000 before intent. The same team on Cognism Pro is at **$37,500** with European data and phone-verified mobiles already inside. Same order of magnitude; the decision is not the rate, it is how many add-on lines your motion forces onto the ZoomInfo quote. Guard: get both credit definitions in writing before comparing. Ask each vendor what a phone-verified mobile costs relative to a standard record, because the premium record is the one your SDRs will actually consume, and it is where a modeled budget and a real invoice diverge.

The vendor you are also buying

ZoomInfo’s Q1 2026 was $310.2 million in revenue, up 1.5% year over year, with net revenue retention at 90% and 1,900 customers above $100,000 in annual contract value — down 21 from the prior quarter, up 32 year over year. Full-year 2026 guidance is $1.185–$1.205 billion. Net retention under 100% means the average existing customer is spending less this year than last. Guard: that is negotiating room, not a disqualifier. A flat-growth vendor with contracting accounts discounts hard at renewal, so never sign a multi-year auto-renewal at list, and put a cap on the renewal uplift in the paper.

Cognism is independent and roughly fourteen times smaller — third-party trackers put FY2024 revenue near $83 million, up about 30% year over year — under Dominic Allon, the former Pipedrive CEO, who took the role permanently in September 2025. Guard: smaller and growing is also the standard acquisition profile in this category, so write a data-export clause into the contract that survives a change of control.

Verdict

Pick Cognism when European phone outbound is the motion, not a segment of it — DACH, UK, Nordics, or Benelux dialing where connect rate is the metric your board sees, and where a per-country DNC screening list is something procurement will ask you to produce. Stronger still when you would rather negotiate two packages than a module grid.

Pick ZoomInfo when your ICP is NA-dominant, or when the binding constraint is that your agents have nothing verified to stand on. The MCP server plus GTM.AI is the only shipped path in this pair from a data contract to an agent that can query it, and it is the reason to accept the add-on complexity.

Pick neither when you are running under ten seats or your outbound program is younger than two quarters. Both floors — $15,000 and $22,500 — buy a commitment before you know your match rate. Waterfall instead: route per-record across many providers through Clay and pay on hits, or start on Apollo for the bundled sequencer at a fraction of either contract. If EU data on a smaller budget is the specific need, Lusha vs Cognism is the tier below this one. Teams that outgrow the waterfall usually keep it, adding Cognism inside it as the European phone provider rather than replacing it.

If you cannot separate them, default to ZoomInfo. The entry contract is smaller, the coverage failure mode is one you can patch with a second source, and it is the only side of this pair whose data reaches an agent without engineering work. Cognism is the better buy when European phone outbound is what your list actually is — but that has to be true of the list, not of the plan.
