Senior Land & Development Program Manager - Microsoft

The Microsoft Datacenter Development Land Development Organization supports the development and delivery of Microsoft’s datacenter portfolio from site selection through design, permitting, construction and operation. The MS datacenter development portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. 

Microsoft is looking for a Senior Land & Development Program Manager for the AMERS region to support the development and execution of permitting strategies for the lifecycle delivery of datacenter development. The Senior Land & Development Program Manager will be a key contributor in the execution of comprehensive permitting programs and to the Microsoft pre-construction program. This role will require regular engagement with key Microsoft stakeholders, as well as strategic engagement with Authorities with Jurisidiction (AHJ) and other external stakeholders.

The successful candidate will:

  • Identifies complex opportunities and gaps in the implementation of multiple data center areas including comparison of various quality and performance L&D solutions. May lead AHJ engagement to solicit feedback and understand their experiences with Microsoft’s  services. Independently performs complex land research in collaboration with other teams, conducts competitive analyses, and examines customer and technology-related industry trends, as well as industry-specific requirements or regulations. 
  • Understands and starts to build experiences across multiple groups or divisions. Starts to coach internal team to develop problem statements and form hypotheses of multiple feature areas (e.g., product, service) to address complex business, program, and customer needs, and opportunities; identifies all dependencies effected by the proposal. Owns and performs experiments to test hypotheses and inform decisions on what multiple feature areas (e.g., product, service) to introduce. Establishes clarity of patterns of root problem and how it relates with previously seen trends across customers; determines the customers/sectors impacted and provides research evidence to determine priorities.
  • Manage the permitting and approvals process for a portfolio of projects to enable new datacenter development and construction throughout \region.
  • Conduct comprehensive assessments during due diligence and throughout design and construction to identify permit requirements and associated risks. 
  • Coordinate with key internal counterparts including land development, design, construction, operations and environmental team leaders to develop comprehensive and integrated permitting and project delivery strategies
  • Communicate key risks, mitigations, and policies to internal Microsoft stakeholders. 
  • Work with internal and external stakeholders to Identify innovative solutions to resolve delays to construction or other activities due to permitting delays. 
  • Identify permitting agency engagement strategy and represent Microsoft in key meetings with applicable Authorities with Jurisdiction (AHJ), regulatory agencies, external stakeholders, and the public to facilitate datacenter development.
  • Own key strategic relationships with AHJs, regulatory agencies, government officials and other key external stakeholders and act as a single point of contact for all discussions around permitting, planning approvals, and pre-construction delivery.
  • Support the development of program tools and processes to continuously improve the delivery of permits, approvals and entitlements for datacenter development. 
  • Educate the project team on permitting requirements to ensure timely approvals and compliance
  • Manage permit approval conditions to ensure compliance
  • Key Metrics will include permitting and delivery timeline predictability 

Required Qualifications:

  • Bachelor's Degree AND 4+ years experience in Engineering, Construction

    • OR equivalent experience.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years experience in engineering, /technical program management, analysis

    • OR equivalent experience.

  • 6+ years experience managing cross-functional and/or cross-team projects.

  • 7+ years of experience delivering large scale and/or complex planning and construction projects. 

  • Experience delivering permits and planning approvals, and other entitlements for large scale and/or complex construction projects. 

  • Experience managing a portfolio of projects and associated budgets and schedules.

  • Experience in establishing and maintaining cross-functional and positive working relationships with internal and external teams including environmental consultants, attorneys, contractors, and regulatory agencies.

  • Community Engagement and Stakeholder engagement experience 

  • Mission critical design and/or construction experience. 

  • Experience in delivery projects in multiple jurisdictions.

  • Proficiency in English, Spanish and Portuguese.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $112,000 - $218,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $145,800 - $238,600 per year.
