What it is
Oracle Recruiting (sold as Oracle Fusion Cloud Recruiting, and still called ORC by most implementers) is the applicant tracking module inside Oracle Fusion Cloud HCM. It runs requisitions, candidate pipelines, offers, the careers site and internal job applications on the same worker record, position structure and approval chains that the rest of Fusion HCM uses. Recruiting Booster is the paid add-on for high-touch engagement: two-way messaging and conversational candidate experiences, hiring events, and shared interview schedules.
It is the Oracle counterpart to Workday Recruiting and SAP SuccessFactors Recruiting, and it is bought for the same reason: the requisition, the position budget and the org chart already live in the HR system of record. Unlike SAP’s module, which SAP has moved to a Core Stability Phase in favor of SmartRecruiters, Oracle’s recruiting product is where Oracle is putting its investment. Taleo, Oracle’s older recruiting line, gets maintenance, while new features ship in Oracle Recruiting.
Gartner named Oracle a Leader in the 2026 Magic Quadrant for Talent Acquisition (Recruiting) Suites, published May 8, 2026, for the second year running. The evaluation covered Oracle Recruiting and Recruiting Booster. In the companion Critical Capabilities report Oracle ranked second for core ATS, third for extended AI and extended CRM, and fourth for high-volume hiring. That last ranking is the one to read closely if you hire hourly workers at scale.
What the AI actually does in 26C
Fusion ships quarterly releases, and release 26C moved recruiting AI from prompt features to agents. According to one partner walkthrough of the release, four of the new agents come with standard licensing. The Sourcing Activity Center agent watches requisitions, builds candidate pools before a job posts and launches sourcing campaigns on stalled reqs. The Interview Resources agent drafts interview guidelines. The Job Requisition Posting Description agent writes posting copy under configurable governance. The Inbox Document Processing agent sorts emailed résumés, cover letters and passports onto the right candidate profile.
The fifth one needs more licenses. The Interview Insights Generator summarizes interview transcripts and pre-fills feedback questionnaires with ratings, and it needs Recruiting Booster plus Interview Companion with a recorded Zoom or Teams interview. Above the individual agents sit Oracle’s Fusion Agentic Applications, announced April 9, 2026. The one aimed at hiring is Hiring Workspace for Store Managers, built for retail managers who hire between shifts. Agentic Applications carry a separate license for production use.
For custom work, AI Agent Studio builds agents on Fusion data and can call external MCP servers as tools. Cognizant, with a workforce of 350,000+, chose Oracle Recruiting on June 11, 2026 and said it plans to use Agent Studio to build its own recruiting agents.
Pricing reality
Oracle is the rare HCM vendor that publishes a list price. The Fusion Cloud global price list dated September 10, 2026 shows:
- Fusion Recruiting: $8.00 per hosted employee per month, 500-employee minimum
- Recruiting Booster: $3.00 per hosted employee per month, on top of Recruiting
- Fusion HCM Base: $15.00 per hosted employee per month. Recruiting is listed as an HCM option, so you need a Base license under it
- AI Agents Cloud Service, for custom agents: $5.00 per hosted employee or $150 per named user
- Standard term: three years
At list, a 5,000-employee company already on HCM Base pays $480K a year for Recruiting and $660K with Booster. The meter is employees, not recruiters: the same $480K buys the module for 12 recruiters or 60. Enterprise deals are discounted off list, and one benchmarked renewal netted HCM Base at $11.00 against the $15.00 list. At renewal, Oracle’s opening uplifts of 8–12% settled at 0–4% when the customer brought a priced alternative. Negotiate how employees are counted, not just the rate. Stale worker records alone add 6–15% to the billed count.
Best for
TA and HRIS leaders at 2,000+ employee companies already running Oracle Fusion HCM, or committed to it as part of an Oracle ERP program, who want requisitions, offers and internal mobility on one record with no integration to maintain. It also fits Taleo customers, since their move to Oracle Recruiting is a re-implementation they will do eventually, on their own schedule or Oracle’s.
Do not buy it standalone. If Oracle is only your ERP and your HR system of record is something else, you pay $15 PEPM of HCM Base to get an ATS, and a standalone ATS integrated to your HRIS beats that on both cost and recruiter speed.
Versus the alternatives
Workday Recruiting is the market-share incumbent in suite-bundled ATS. Pick it only if Workday is your HR system of record. Nobody should re-platform an HRIS to change recruiting modules. For SAP shops the answer is SmartRecruiters, not the frozen SuccessFactors module. iCIMS is the standalone enterprise ATS to pick when you want deeper job distribution and CRM than a suite module gives, and G2 reviewers comparing the two single out multi-channel posting as a gap on the Oracle side. Ashby is the fastest-growing entrant moving upmarket. It wins at 200–2,000 employees, where one product for analytics and scheduling beats sitting next to the HR record.
The default for an Oracle HCM customer is Oracle Recruiting. The per-employee price is only defensible when you already pay for the record it sits on.
Watch-outs
- The employee meter punishes low-hiring orgs. A stable 5,000-person company hiring 300 people a year pays the same $8 PEPM as one hiring 3,000. Guard: divide the annual license by planned hires before you sign. If the cost per hire is above what Greenhouse or iCIMS charge for the same volume, negotiate a lower Recruiting rate or buy standalone.
- The AI you see in the demo may sit on three SKUs. Standard agents, Booster-gated interview insights and separately licensed Agentic Applications all look the same in a demo. Guard: list every AI capability shown in the demo and map each one to a line item on the order form before signature.
- Quarterly releases keep changing the product under you. Four updates a year change recruiter screens and agent behavior. Guard: name a release owner, review each quarter’s What’s New for Recruiting, and regression-test candidate-facing flows in the test environment before the production update lands.
- Taleo migration is a rebuild, not an export. Requisition templates, workflows, career sites and partner integrations get rebuilt. Busy migration years also make experienced implementers harder to book. Guard: get a partner-scoped quote with a fixed candidate-data migration scope, and book the implementation partner before you commit to a go-live date.
